Gondolatok az Új Széchenyi Tervhez

Augusztus 28-én HUNAGI Napló felhívást tett közzé, hogy véleményezni lehet az Új Széchenyi Terv vitairatot. 

Egy másik csatornán,-  felkérésre - a következő tartalmú személyes véleményt juttattam el a MÜI Titkárságára:

Célszerű lenne a munkahelyteremtés szempontjából az űrtechnológiák hasznosságát mérvadó nemzetközi tapasztalatokra hívatkozva, előremutató, jó példákra támaszkodva igazolni.

Az űrtechnológiák kontextusában érdemes kiemelni a térinformatikai technológiát is, amelyet az amerikai munkaügyi minisztérium már hat évvel ezelőtt - a nano- és biotechnológiák mellett - a három legfontosabb, erősődő és fejlődő terület egyikeként azonosította (Nature, Vol. 427, 2004: 376-377).

Azóta az amerikai foglalkoztatási és képzési minisztérium 16  ipari terület, köztük az űr- és térinformatikai technológiák számára dolgozta ki ipari kompetencia modelljét, amely segédletként szolgál az intézmény egyablakos, webes felületű ügyfélszolgálatán keresztül a szakterületi munkavállalók számára. A térinformatikai modell bejelentésére éppen napjainkban, 2010 július 8-án került sor  (klikk a címsorra).

Hilda L. Solis munkaügyi miniszter így jellemezte a térinformatikai ipari kompetencia modell jelentőségét: "Competency models offer workers an opportunity to learn what it takes to enter a particular field. The geospatial model serves as a guide for those who want to both find a good job and map out a long-term career pathway in any of several geospatial technology fields including surveying and mapping, computer science and information science."

Célszerű lenne hasonló kompetenciamodellek kidolgozására  hazánkban is. Az  űripar  és a térinformatikai területen ez hozzájárulna nemzetközi versenyképességünk kívánatos erősítéséhez.

Az űr- és térinformatikai technológiák modell-felépítését (az USDL honlapjáról) a mellékelt ábrák szemléltetik.

Űripari jelentőséggel is bíró innovatív térinformatikai megoldások bejelentésére kerül sor szeptember 23-án a HUNSPACE és HUNAGI négynapos visegrádi Űripari Műhelyén.

A térinformatika és foglalkoztatottság kapcsolatára, a térinformációs infrastruktúra jelentőségére HUNAGI többek között az Európai Gazdasági és Szociális Tanács Budapesti ülésén is felhívta a figyelmet. A HUNAGI honlap és hírblog akkori bejegyzései tartalmazzák a Parlament Felsőházi Termében 2006 március 9-én tartott plenáris ülésen elhangzott főtitkári hozzászólás szövegét is (itt zöld színnel jelölve).
A HUNAGI Napló írta:

President of the Hungarian Academy of Sciences Prof.Sz.Vizi.E emphasized the lack of bridge between science and economy in Europe. Referring to the issue employment pointed out by Ms.Maria Joao Rodriguez of the European Commission, HUNAGI SG addressed the geoinformation technologies as potential drivers for creating new jobs. Spatial data infrastructure is vital from the point of effectiveness. The international EESC-MGSZT conference was held in the Hungarian Parliament on 9-10 March, 2006. 

Text of the HUNAGI intervention in the Plenary of the European Economic and Social Council on 9 March 2006

HUNAGI SG was invited and made the following contribution in the employment context:

"...Among the advanced technologies there are three dedicated ones, which are - according to recent US think tanks - not only beneficial for the economic growth in the next two decades, but are contributing significantly to the creation of new jobs in the SMEs The three technologies are as follow: biotechnology, nanotechnology and technology related to geo-information ie. spatial data and its infrastructure.

HUNAGI is a networking umbrella organisation of more than 100 institutions, who are representing the academic, governmental and private sectors as well as the NGOs interested in the development or use of GIs, or are involved in the associated knowledge transfer.

In order to create new jobs, the spatial data infrastructure has to be established and operated. In this context a dialog between the government and the NGOs has been evoluted and the SDI strategy elaboration is in the final stage. The question is, how the European Economic and Social Committee want to mobilise the GI community on European level to facilitate the reach of the Lisbon goals. Symbolically, the headquarters of the European Umbrella Organisation for Geographic Information is located in Lisbon..."

Megjegyzés: ugyanazon év tavaszán fejeződött be ágazatközi csapatmunkában HUNAGI vezetés mellett a nemzeti térbeli adat infrastruktúra startégia (NTIS) kimunkálása is az ITKB stratégiai albizottsága felhatalmazásával, az elkészült dokumentum azonban nem került felhasználásra.
