A legjobb gyakorlatok bemutatása a Tengeri/Partvidéki Téradat Infrastruktúrák témakörben - GSDI webinár

Nem minden ország 'land locked'. Akiknek tengerpartjuk van, a címbeli infrastruktúra ugyanúgy integráns része kell legyen a nemzeti információs infrastruktúrának és ezen belül a nemzeti téradat infrastruktúrának.
A GSDI második webinárja ebben a témakörben négy előadást mutatott be:
Roger Longhorn GSDI főtitkár felvezető előadásában keretbe foglalta a MSDI kérdéskört, majd három ország: Malájzia, Dánia és Brazilia gyakorlatát ismertették a felsorolt országok felelős szervezeteinek szakértői:
  • Kamaruddin Yusoff, Royal Malaysian Navy (RMN) Malájzia,
  • Jens Peter Hartmann  Danish Geodata Agency (amely magában foglalja a Danish Hydrographic Office szervezetet is). Vezetője a Nemzetközi Hidrográfiai Szervezet MSDI és a Balti Országok MSDI munkacsoportjainak
  • Lieutenant Commander Julierme Pinheiro, Brazilian Navy, az ICA, valamint a brazil nemzeti polgári SDI, a védelmi SDI és a tengeri/partvonali SDI munkacsoportoknak is tagja.
A bemutatott gyakorlatok ésmegközelítések nem csak az analógia miatt érdekesek, hogyan biztosítják az interoperabilitást és valósították meg a több/sok intézmény közötti partneri kapcsolaton nyugvó közös munkavégzést, de éppen az SDGs oldaláról lenne hasznos hasonló webinárt rendezni a nemzeti téradat infrastruktúrák legjobb gyakorlatáról.

Földmegfigyelés az ENSZ Fenntartható Fejlődés Céljai (SDGs) szolgálatában - EO4SDGs webes találkozó


Kavvada Argyro (Booz Allen & Hamilton, a NASA HQ szerződéses partnere) moderálásával került sor az idei 3. EO4SDGs munkacsoport találkozóra, videokonferencia formájában.
Az EO4SDGs a korábbi GEO SDG Kezdeményezés (GeoIinitiative: GI-18) új elnevezése a GEO 2017-19 évi munkatervében már így szerepel. A munkaterv linkjét az érintettek összekötői számára a GEO éppen a napokban  küldte meg újólag.
A mai találkozóra közép-európai idő szerint délután 1:00 - 2:15 óra között került sor.
Napirendjén voltak:
- Az ENSZ intézményközti szakértői csoport (IAEG) SDGs beszámolója, beleértve az 5. ülésük híreit az ottawai találkozójukról,
- Az ENSZ Statisztikai Bizottság (UNSC) lezajlott márciusi találkozóján való részvétel (ez jóváhagyta az SDGs globális indikátorait és módszertani irányelveket dolgoz majd ki, valamint bátorítja a nemzeti statisztikai hivatalok kapcsolaterősítését az érintett minisztériumokkal és hatóságokkal),
- A térinformatikai munkacsoport (WGGI) friss hírei
- Az EO4SDGs részvétele a Világbank Geospatial Intelligence Service találkozóján és a "Föld és szgénység" találkozón (ez utóbbinak valószínűleg volt magyar résztvevője is),
- A CEOS SET szakmai testületének áprilisi ülésén hagyják jóvá a CEOS SDG projektjének ToR-ját valamint tekintik át a végrehajtási tervet (míg a CEOS WGISS ülésére április 3-6 között kerül sor, erre is készülök GSDI beszámoló jelentéssel),
- Országszintű projektek és kezdeményezések (ehhez a napirendhez kapcsolódóan küldtem meg hozzájárulásomat a GSDI szervezet megfigyelőjeként, amely alább található),
- Beszámoló a GEO Munkaprogram Syimpózium előkészületeiről
- A honlap és a kiemelt események naptárhírei (benne a WGGI májusi kínai ülése részben a Smart City kérdéskörnek szentelve, továbbá a UN-GGIM augusztusi newyorki rendezvény),
A találkozó résztvevői között voltak a CEOS képviselője az ESA-tól, Bob Chen (Columbia Egyetem CIESIN), Greg Scott az UN-GGIM intézményközi kapcsolattartója, valamint a GEO4SDGs vezetője Lawrence Friedl (NASA HQ).
Gregg Scott kulcsszavai hozzászólásában a következők voltak: Geospatial integration, (EO, geospatial, egyéb adat), interoperabilitás célú együttműködés, település/város-vidék, adatforrások, hivatalos statisztikai adatok, nem-hivatalos adatok, az adatgűjtés innovatív módjai, Big Data. Mindez csak megerősíti annak jogosságát és időszerűségét, hogy a téma felvetését a hazai fórumokon a nélkülözhetetlen partneri együttműködés erősítése érdekében is szorgalmazzuk.

A fentiek szerintem felvetik egy, a GEO4SDGs analógiájára egy SDI4SDGs kezdeményezés jogosságát, amelynek szerepét a WGGI kezdi máris betölteni annak az igénynek szükségszerű felismerésével, hogy a csak a helyi, regionális és nemzeti téradat infrastruktúrák lehetnek az ENSZ Agenda 2030 program alapjai, ahol a minőség és interoperabilitás biztosítása elengedhetetlen az indikátorok monitoringjához.

Negyedik alkalommal ítélte oda a GSDI szervezet a Global Citizen díjat. A kitüntető címben Prof.Ian Masser az ESF GISDATA, EUROGI majd a GSDI elnöke részesült.

Prof.Dr. Ian Masser korábban brit és holland egyetemek professzura Magyarországon is jól ismert,  több ízben járt nálunk. A 90-es évek második felétől a nemzeti téradat-infrastruktúrák kiváló elemzője és ismerője volt ő vezette a torinói eSDInetplus projekt eredmény Kezdetben a magyarországi eredményeket a példát mutatók között említette. A kép egy 1998. évi szereplését mutatja, balján Prof. Dr. Bas Kok, a Delfti Műegyetem tanára, a GSDI elnöke.

Hazai előadások a Heritage for Planet Earth konferencián Firenzében

A firenzei nemzetközi Romualdo Del Bianco Alapítvány 19. közgyűlését követő  Heritage for the Planet Earth konferencia vasárnap délután plenáris ülést tartott. Az ülést két témának szentelték: egyrészt az ESA és NASA által támogatott Del Bianco CitySmart webes nyiltforrású alkalmazásnak, melyet önkormányzati alkalmazásokra fejlesztettek, másrészt a rendezvényen résztvevő 37 ország több mint száz városából érkező, mintegy 300, többségükben önkormányzati résztvevő által megismert felhívási szöveg  megvitatására került sor azzal a céllal, hogy a véglegesített anyagot Toscana tartomány illetékese a március végi firenzei G-7-es találkozó résztvevői számára továbbítsa. Magyarországról Susana Wierdl az ICOMOS budapesti képviselője és Páva Zsolt pécsi polgármester vettek részt akik szekcióikban Pecha Kucha formátumban (20 kép á 20 másodperc) előadást is tartottak. (A párhuzamos szekciók túlságosan pergő előadásai jelentősen megrövidíteték a szekciókat ahol kevesebb hozzászólás volt, így le is maradtam Páva Zsolt előadásáról. Tartalmát előzőleg a nyomtatásban megjelent kivonatból már megismerhettem.
A plenáris ülésen a Del Bianco Alapítvány részéről Romualdo Del Bianco elnök és Carlotta Del Bianco igazgató ismertették a 'Life Beyond Tourism'  keretei között a Heritage for Planet Earth kezdeményezést, majd még a Del Bianco CitySmart applikáció szerzői, Miguel Del Castillo Hoffman és Gabriel Militao Lopes előtt, a NASA WWEC tudományos testülete tagja minőségemben vezethettem fel előadásukat, fejlesztésük jelentőségét egy tágabb felhasználási szempontból, az ENSZ Agenda 2030 és az ENSZ New Urban Agenda oldaláról méltatva, kiemelve a térbeli szemlélet nélkülözhetetlen szerepét. 
A Cornell és a Mexikó Egyetem hallgatói fejlesztésüket, a Del Bianco CitySmart alkalmazást együttes előadásban mutatták be az egybegyűlt önkormányzati vezetőknek és képviselőiknek. Előadásuk után Prof. Ron Fortunato (Trillium Learning) mentorként foglalta össze a hallottakat. 
Előadásom, amely terv szerint hétfőn hangzott volna el, aznapi hazautazásom miatt Patrick Hogan, a NASA World Wind projektmenedzsere jóvoltából került be a vasárnapi programba. A pdf változat innen tölthető le:

A plenáris ülés résztvevői között voltak a térinformatika és távérzékelés szakterületeiről többek között Suchith Anand (University of Nottingham), a Geo for All kezdeményezés részéről, továbbá a neves trentói cég, a Trilogis cég elnöke és munkatársai, a Milanói Műegyetem Comói távérzékelési és térinformatikai tanszékének képviselői, valamint az ESA ESRIN Open Search szakértője.

The participation to the Conference and Assembly is open exclusively and firmly to those who will present the invitation on behalf of the Foundation.
There is no registration fee for all the speakers and invited participants. All the other costs are at the participants’ charge
The official language is English.

Meet in Person Developers and Master Educator who proposed the project, into the frame of the Life Beyond Tourism Model, to discuss how you can apply <DelBianco CitySmart> in your city along with the NASA Program Manager.
Gabriel Militão Lopes and Miguel Del Castillo Hoffman will be at disposal of those Mayors and others who would like to know more regarding this web app  and the opportunities of cooperation.


The Web App DelBianco-CitySmart for MAYORS

- Welcome to Florence to all the Mayors participants 
to be part of this working group for exercising to dialogue and to work for a collaboration for the community development and health of our planet, and our challenge is in favor of our young.
- The researchers will present “DelBianco-CitySmart" as a collaborative effort that allows any city to freely use, and further develop for any solution they might need. 
Every city can learn from it, add to it or adapt and modify the code to suit their particular needs.
In a more overarching goal, the "DelBianco-CitySmart" will begin to connect cities throughout the world so they can work together for the common goal of optimizing their infrastructure and environmental footprint.”
DelBianco-CitySmart is the beginning for how the world works together!
With the cities of Springfield, Kodiak, New York, Milano, Trento, Pecs, Baku, Lima, Idrija, Caceres, San Gimignano (others in progress of confirmation) involved, it is already an international enterprise. Other cities expressed their interest but cannot be present, anyway they are following our development.
This international initiative facilitates dialogue, intercultural exchange and a huge opportunity for high-tech education to become involved in real solutions for their community that also serve the world. Students will be inspired in the most exciting way possible. The computer science students can be working with humanities students to deliver their data via this platform (intercultural dialogue exercize).

With this application Mayors could better share a rich and wonderful suite of joint solutions at all so we could focus on the quality of our lives together here on planet Earth.
