Földmegfigyelés és a Fenntartható Fejlődési Célok - EO4SDG webes munkacsoport ülés augusztus 29-én

A tegnap sorra került GEO EO4SDG munkacsoport ülés egyrészről a roppant mozgalmas nyári szakmai eseményeket (HLPF, GGIM stb) tekintette át a résztvevők rövid beszámolói alapján, másrészről előre tekintve, már a GEO plenáris ülés kísérő esményeként szervezendő EO4SDG szekcióülésen az információ megosztás érdekében bemutatandó esetek lehetőségét és szükségességét vetette fel. A másfél óra szinte kevésnek is bizonyult. Szóba kerültek az év további részében szervezett releváns események, köztük az ENSZ Globális Térinformatikai Kongresszusa vagy az CEOS rendezvényei.  A Magyar Földmérési, Térképészeti és Távérzékelési Társaság (MFTTT) Fenntartható Fejlődési Célok támogatására Dr. Mihály Szabolcs c. egyetemi tanár vezetésével összeállt és mandátumot kapott csapata másfél éves tevékenységéről adott beszámolót az EO4SDG még augusztus közepén befogadta és azt szerkesztett formában, lényegkiemelt rövidítéssel beillesztette a globális jelentésébe. Az EO4SDG anyaga várhatóan megjelenik a GEO Highlight Report idei kiadásában is. (Amíg ez várat magára, a tavalyi kiadás innen tölthető le: GEO Highlights 2016-2017 - Group on Earth Observations) Ugyanígy szerkesztett formában elérhető lesz a 8. UN GGIM programjának és előadásainak dokumentuma is, melyet az ENSZ főtitkár is kézhez kapott.
A tegnapi ülés két vitapontjához az érdekeltekkel egyeztetve a mai napon a következő írásos hozzájárulás lett megküldve:

A summary of SDG-related activities of the Hungarian Society of Surveying, Mapping and Remote Sensing (MFTTT) was submitted as contribution to the EO4SDG report to be published by the GEO Highlight Report.
Please be advised, the voluntary SDG/GI/SDI group of the MFTTT has the intention to continue its efforts to establish and strengthen an inter-sectorial collaboration between the major stakeholders of the geospatial data (mainly managed by the Ministry of Agriculture), the official statistics (Central Statistical Office) as well as the Hungarian Space Research Office at the Ministry of Foreign Affairs and Trade. The aim is to support the monitoring and reporting of goals, targets and indicators using geospatial data, EO information as well as related technologies and capacity building.
If mandated by the MFTTT and delegated as appointed GEO correspondent by the GEO member country Hungary, as member and volunteer of the MFTTT team I am ready to present the Hungarian case from the geospatial data/EO information infrastructure point of view at the EO4SDG side-event of the GEO Week held in Kyoto in November.
Mention should be made, we are hoping to achieve the inclusion of the relevant MFTTT contribution as integrated part of the next volunteer National SDG Progress Report which was presented this year by the Minister László Palkovics of the Ministry of Innovation and Technology at the HLPF in New York in July.
A one-page summary with update will be sent to you in case of any new development in September.
The recent EO4SDG meeting provided some additional useful information on e.g. the edited UNGGIM document just released, the UN Geospatial Information Congress, the expressed need for guidance and sharing information on federated information systems and SDG data hubs, data repositories, access to analytics and enabling technologies e.g. data cubes as well as motivating actions e.g. the EO4SDG Award Program.

ad Coming events having relevance to EO4SD:
Referring the EO4SDG Award Program, please be advised, since 2013 there is an annual, international competition (World Challenge) for students and start-ups to elaborate projects (proposals) on open source apps upon the ESA-NASA Web World Wind using geospatial and EO data to provide innovative solutions in dedicated thematic areas serving a better and safer life.
This year the theme is "Utilize Satellite Data for World Peace, Health, Education and a Sustainable Earth!"
The introduction of the works of the selected and invited winners and the Award Ceremony is part of the Digital Forum of Finland, whereas besides the Finnish government (including e.g. National Land Survey), academia (e.g. Aalto University) and space industry (e.g. Nokia), the Challenge is supported by the UN Office on Information and Communication Technologies as well as the European Space Agency. Please note, Patrick Hogan (just retired from NASA) is the experienced driver of this Challenge.

Jó gyakorlat: téradatok a katasztrófavédelemben. Brit-Kolumbia on-line erdőtűz térképe

British Columbia (Kanada) tartomány erdőgazdálkodását évtizedek óta segíti a térinformatika, a téradatok és földmegfigyelési információk felhasználása. (A 90-es évek elején a szolgálatnak magyar származású vezetője volt Frank Hegyi  személyében, aki az ISPRS VII szakbizottságában is vezető szerepet vállalt.)

Hasonló rendszer - kiterjesztve a rendkívüli eseményekre - régóta üzemel hazánkban is (http://www.katasztrofavedelem.hu/index2.php?pageid=lakossag_esemeny_terkep), a kanadai példában inkább a bekövetkezett eseményekhez rendelhető nyílt és szabad hozzáférésű téradatok sokfélesége az, ami különösen figyelemreméltó. Persze ez - figyelemmel a tartomány egyes térségeinek nehezen megközelíthetőségére - egyenesen nélkülözhetetlen az eredményes katasztrófa elhárításban.

Éves összefoglaló a "Téradatok a Fenntartható Fejlődésért" témakörben a GEO EO4SDGs számára

A GEO EO4SDGs kezdeményezés múlt heti felkérésére, az MFTTT Fenntartható Fejlődési témakörben működő szerzői munkacsoportja ez évben is elkészítette augusztusi beszámolóját és azt határidőre megküldte a NASA Földtudományi részlegéhez, ahol az ENSZ Agenda 2030 végrehajtásával kapcsolatos GEO földmegfigyelési hozzájárulásának kezdeményezése keretében folyó nemzetközi együttműködést koordinálják. Íme a megküldött jelentés, amely még várhatóan szerkesztve lesz. A Kezdeményezés augusztus 29-én tartja soron következő webes tanácskozását.

"In Hungary, a committed team of volunteers lead by Prof. Dr. Szabolcs Mihály was mandated by the Hungarian Society of Surveying, Mapping and Remote Sensing (MFTTT) in 2017 to contribute to the implementation of the UN 2030 Agenda’s Sustainable Development Goals by promoting the use of geospatial and EO data among the stakeholders from government, academia and private sector to assist the monitoring and reporting of SDG targets and indicators.

This activity  inspired partly also by the GEO Initiative-18 and the Global Spatial Data Infrastructure Association, is fully in line with the SDG Target 17.16 „Multi-stakeholder Partnership” and during the past 20 months the team’s work achieved steadily increasing domestic, cross-border and international acknowledgement. Efforts aiming to emphasize the opportunities and challenges for the geospatial/EO data stakeholders and the related communications in the SDGs context include:



1.    A paper in English introducing the Hungarian institutional background related to GI/EO and Sustainable Development and giving an overview of the actions done in 2017 by delivering awareness raising presentations for stakeholders at eight professional events was published in the international scientific journal Micro, Macro and Mezzo GeoInformation (ISSN: 1857-9000). 2.    A more detailed and updated description was published in the bi-monthly journal issued commonly by the Department of Land Administration in the Ministry of Agriculture and the Hungarian Society of Surveying, Mapping and Remote Sensing called Geodézia és Kartográfia (Vol 70.Issue 3 pp 13-27, HU ISSN: 0016-7118).The paper entitled Geospatial Data for Sustainable Development was written by Mihály Sz., Palya T., Remetey-Fülöpp G. and has a longer summary in English..DOI: 10.30921/GK.70.2018.3.3



3.    In the Digital Earth Section of the 7th International Cartographic Conference and GIS held in Sozopol the Hungarian case was presented by MFTTT team member Prof. Dr. László Zentai of the Department of Cartography and Geoinformatics, ELTE Eötvös Loránd University with the title Zentai L., Mihály Sz., Remetey-Fülöpp G., Palya.T: Geospatial Data and Services to Support the UN 2030 Agenda Implementation: Hungarian Activities. 4.    Interventions have been made by MFTTT team member Remetey-Fülöpp G. at the interdisciplinary public event devoted to Geospatial information and Sustainable Development discussing the “coherence and mutual synergies from holistic information management of global declarations, frameworks and programs” as well as at the business meeting of the International Society for Digital Earth’s (ISDE) both in frame of the 24th InterCarto-InterGIS held in Bonn between 24-29 July 2018. 5.    The importance of geospatial/EO information for the official statistics in SDGs related monitoring and reporting is obvious. One of the team member Tamás Palya (National Inspire representative at the Government Office of the Capital City Budapest, Department of Geodesy, Remote Sensing and Land Offices) is prepared to take part actively addressing this issue at the coming 11th European Forum for Geography and Statistics conference (http://efgs2018.fi/)


              6.    The Team recommended the MFTTT to initialize cooperation with the Hungarian Space Office (MŰI)  to enhance its Earth Observation Information System project to provide synergic support for achievement of SDGs."

Fényes program az idei World Challenge nyertesei számára

Augusztus 10-én kialakult a NASA World Wind felhasználásával fejlesztett nyíltforrású alkalmazások világversenyének győztes mezőnye. Az elsősorban diákcsapatok számára kiírt pályázat ( http://www.worldchallenge.live/ ) műholdas adatalkalmazási témakörei „Utilize Satellite Data for World Peace, Health, Education and a Sustainable Earth!„ (világbéke, egészség, oktatás és fenntartható Föld)  közel negyedszáz csapat érdeklődését keltette fel, közülük a nemzetközi zsűri pontozását figyelembevéve 12 csapat 3-3 fős képviselőjét  hívták meg Helsinkibe, fedezve utazási költségeiket.
A figyelemfelhívás ellenére magyar pályázó ezúttal sem volt a résztvevők között.

Közben ismertté vált a nyertes versenyzők augusztus 27-30. közötti finnországi programja, melyet idén is a Finn Digitális Fórum rendezvény kereteibe illesztettek.
 Az érkezés napja a könnyed ismerkedésé: fogadás a Helsinki Városházán, előadás keretében a finn „NewSpace Program” megismerése, a főváros nevezetességeinek végigjárása, közös esti vacsora, majd fogadás a szálláshelyen, a modern Clarion szállóban.
A versenyzők számára  csak az egyik feltétel volt a nyíltforrású szoftverek alkalmazása a megoldásokban. A következő két napon mentorok támogatásával mód lesz arra, hogy a csapatok az Aalto Egyetem Nyílt Innovációk Házában egymás munkáit is megismerve, tanácsaikkal, gondolataikkal hozzájáruljanak egymás alkalmazásainak tovább fejlesztséhez.Az estéket kellemes kikapcsolódásként a Nuuksio Nemzeti Parkban (erdei szaunával, finn vacsorával), illetve Otaniemiben amatőr rakéta modellek felbocsátásának megtekintésével  töltik. A harmadik nap programjába még egy űripari alkalmazásokra kitekintő előadás meghallgatása is szerepel. A négynapos program csúcspontját az utolsó nap jelenti. A résztvevők a Nokia cég vezetői tapasztalatok központjában, Espooban jönnek össze, ahol a házigazdák, az ENSZ infokommunikációs technológiák részlege képviselője, valamint Patrick Hogen a NASA nyugalmazott projektvezetője köszöntőit követően a finn ICT, az alkalmazott űrkutatás, a térinformatika kiváló szakembereinek előadásait hallgatják meg.
Pld. Jarko Koskinen, a Finn Nemzeti Földügyi Szolgálat (NLS) helyettes főigazgatója ”Open Spatial Data Infrastructure” címmel tart előadást. A díjátadási ünnepség déltől kezdődik ami várhatóan sokáig emlékezetes marad  a résztvevő csapatok számára.
