Földmegfigyelés társadalmi hasznosságának mérhetősége - GEOBENE projekt

Az Európai Bizottság által finanszírozott “Global Earth Observation – Benefit Estimation: Now, Next and Emerging” (GEOBENE)  projekt célja módszertan és analitikus eszközök kifejlesztése a hasznosság mérésére a GEO kilenc társadalmi hasznosítási területén: katasztrófavédelem, egészség, energia, éghajlat, víz, időjárás, ökorendszer, mezőgazdaság és a biológiai sokféleség. A GEO V. Plenáris ülésén a GSDI képviseletében részt vevő HUNAGI főtitkárnak módja volt a témakör két felelős európai bizottságbeli (DG JRC EIS, DG Research) munkatársával is kapcsolatba kerülni. A projekt azért is érdekes honi szempontból, mert a földmegfigyelést nálunk is magas színvonalon alkalmazzák, másrészről a KvVM megbízásából a HUNAGI december folyamán anyagot készít a téradat infrastruktúra kialakításával összefüggő feladatok befektetés-haszon kérdéseiről.

Florence Béroud asszony, az Európai Bizottság Kutatási Főigazgatósága Környezeti Igazgatóságána természeti erőforrások menedzsmentjének munkatársa felvilágosítást adott a címbeli témakörben folyamatban lévő pályázati kiírásokról annak kapcsán, hogy a november közepi bukaresti GEO plenáris ülés Környezet és az egészség témakörű rendezvényének szünetében arról beszélgettünk, hogy a HUNAGI hogyan tudná előmozdítani információk áramoltatásával a honi egészségügyi célú térinformatikai alkalmazások gazdagítását.
A szeptember 3-án közzétett pályázati felhívás szerinti beadási határidő január kezdete.
Amenyiben olvasóink között lenének komoly érdeklődők, a HUNAGI révén talán lenne esély valamelyik formálódó konzorciumba ajánlással bekerülni.

ENV.2009.4.1.3.1 Contribution to observing systems for environment and health monitoring and modelling
Relationships between health and environment are a matter of concern all over the world. GEOSS addresses the issue trough the development of a relevant integrated observation system. This project aims to provide a sound S&T basis in Europe enabling the application of Earth observations to improving human health. The project should contribute, as specified in GEO task HE-07-02, to further develop and integrate databases of remotely sensed and in-situ environmental measurements together with new observations characterising human-induced landscape (habitat) changes or activities of human populations, and develop models to relate these to exposure and health effects data. A specific focus should be given to the development
of a GIS as a generic tool enabling 1) the early detection of new and emerging infections in the European Union and 2) establishing links between environment factors and human exposure/ effect data. The project will lead to the identification of mechanisms and elaboration of risk maps for alerting public health professionals and other stakeholders on
hazardous conditions identified by the monitoring of these parameters, as well as further informing epidemiological modelling studies. It is viewed that the active participation of relevant partners from outside Europe should add to the scientific and/or technological excellence of the project and/or lead to an increased impact of the research to be undertaken; this be considered by the evaluators.
Funding scheme: Collaborative Project (large scale integrating project)
Expected impact: Filling the gap in Europe in the area of Environment and Health with respect to Earth Observation and monitoring systems and related activities which are for the time being lacking or need to be significantly completed as identified for the development of GEOSS. This will be achieved by taking advantage of expertise of, and cooperation with partners from outside Europe, also following the principles and objectives of GEO
(development of GEOSS)."

Helyfüggő szolgáltatások konferencia Salzburgban

Zentai László, tanszékvezető egyetemi tanár (ELTE Térképtudományi és Geoinformatikai Tanszék) az alábbi összefoglaló beszámolót küldte meg a HUNAGI Napló olvasói számára a napokban Salzburgban megrendezett címbeli szimpóziumról:

"A helyfüggő szolgáltatásokkal (LBS: location based services) kapcsolatos konferenciákat Georg Gartner, a bécsi Műszaki Egyetem professzora kezdeményezte 2002 táján. Az első három találkozó után 2007-ban a negyedikre Hong Kongban került sor. 2008-ban ugyan visszatért a konferencia Ausztriába, ha nem is a megszokott bécsi helyszínre, de 2009-ben az angliai Nottingham, majd 2010-ben várhatóan az USA lesz a rendező.
A konferenciákon megszokott előadás kötetetek helyett az előadások szövege (bővített absztraktok) PDF formában a konferencia honlapján érhetők el, de a beérkezett előadások továbbfejlesztett változatai a Springer gondozásában az LBS II. köteteként jelentek meg a konferencia megnyitására időzítve (az I. kötetben szerepelt egy Zentai-Guszlev tanulmány is).
A résztvevő köre a korábbiakhoz képest bővült: több afrikai országból is voltak érdeklődők. Szembetűnő, hogy az egykori keleti blokkot rajtam kívül még egy észt résztvevő képviselte.
A felkért előadók (keynote speaker) optimális kiválasztása már eleve biztosította a sikeres konferenciát. A rendezők megtalálták az optimális arányt az oktatói, a kutatói szféra és az üzleti világ képviselői között.
Hasznosak voltak a gyakorlati esettanulmányok is, melynek keretében pl. Salzburg város közmű rendszerét lehetett kézi számítógépek segítségével megszemlélni (virtuális gödröket „ásva” még jobban látható volt a felszín alatti közművezetékek egymáshoz viszonyított helyzete). A legdivatosabb technológiának az tűnt, hogy a mobiltelefonok, PDA-k multimédiás képességeit kihasználva a kijelzőn látható valós képet a beépített GPS segítségével a szoftver intelligensen ellátta feliratokkal, további információkkal. Ahogy a Nokia egyik jelenlévő fejlesztője elmondta: 2008-ban a világon a legtöbb digitális kamerát a Nokia adja el (fényképezőgépeibe építve). Ilyen alapon nem kizárt az sem – sejttette –, hogy néhány éven belül szintén a Nokia adja majd el a legtöbb GPS vevőt (természetesen szintén a mobiltelefonokba építve).
Igencsak divatos téma a zárt téri (épületen belüli) helyzet meghatározása. Új lehetőség a WiFi útválasztók (routerek) segítségével végzett virtuális háromszögelés, ami ugyan elméletben működhet, de a gyakorlati megvalósítás igencsak kérdéses.

KvVM-HUNAGI szerződés: IRLOGI és HUNAGI közös fellépést tervez

Az EUROGI égisze alatt az IRLOGI-DoE és HUNAGI-KvVM előkészítéssel közös fellépést tervez a két nemzeti térinformatikai ernyőszervezet a GSDI-11 konferencia INSPIRE műhelyén annak bemutatására, hogyan segítheti elő az INSPIRE-ral kapcsolatos kormányzati feladatok végrehajtását a magánszférával való együttműködés.
Az egyeztetésre a HUNAG előkészítésében az EUROGI rendkívüli közgyűlését követően került sor Bruce McCormack IRLOGI elnöke és Bozó Pál (KvVM) között, A megbeszélésen a HUNAGI részéről jelen volt Lévai Pál, a FÖMI INSPIRE szakértői csapat vezetője is.

Az EUROGI Tagok Napján a HUNAGI részéről előadás hangzott el az eSDI-Net+ magyarországi Nemzeti Műhely szervezéséről, lebonyolításáról és értékeléséről. Az ülésen jelen volt a kormányzati döntéshozók relevns képviselője Bozó Pál KvVM főosztályvezető-helyettese, az európai INSPIRE Bizottság magyar delegáltja is, aki további három, a környezet- és természetvédelem körébe tartozó információs rendszer bevonását javasolta a kiválasztottak körébe.

Eltávozott egy új korszak nagy öregje: meghalt Prof. Chen a térinformatika és távérzékelés kínai atyja

Méltatások és nemzetközi viszhang a hunagi25 naplóban folyamatosan bővülő tartalommal angol nyelvn.
Prof.Chen nevéhezfűződik többek között a digitális Föld koncepció legmagasabb szintű kínai kormányzati elfogadtatása és felkarolása is. 85 éves korában még energikusan tartott előadást a tokiói ISDE-4 szimpóziumon. L Deren mellett a legismertebb kínai szakembere volt az elmúlt évtizedeknek.
Ma délelőtt a HUNAGI közössége nevében is ment részvétnyivánítás.

A hét végén Bozó Pál (OMSZ),Lévai Pál (FÖMI) és a HUNAGI főtitkára részt vesznek az EUROGI tagjainak napján és rendkvüli közgyűlésén, egyben előre egyeztetve találkoznak az ír IRLOGI testvérszervezet elnökével abból a célból, hogy egyeztessék az EUROGI égisze alatt a kormányzati és nem-kormányzati szervezetek partnerségi együttműködését az INSPIRE irányelv végrehajtási feladatainak megoldásában. Abstract Deadline: 1 December 2008
Partners in organizing this conference include the GSDI Association, Joint Research Center (JRC) of the European Commission, EUROGI, Geonovum, Space for Geoinformation Innovation Program (RGI) and Delft University of Technology. The plenary and paper sessions of three major geospatial conferences are being integrated into a single program and held in the same venue. These combined conferences include the Eleventh GSDI Conference, the Third Inspire Conference and the Dutch National Conference reporting on Dutch SDI Results and Challenges.
Call for Papers
Presentations are invited that cover the full range of practice, development and research experiences that advance the practice and theory of spatial data infrastructure development. Consult the suggested Conference Topics.
The submissions accepted through this call for papers will be orally presented in the parallel session tracks shown in the Program Overview.
GSDI 11 will support three primary forms of publication:
(1) a normal conference proceedings with abstracts and full articles, published on a CD,
(2) a pre-conference published book of fully refereed articles, and
(3) a post-conference special edition of the International Journal of Spatial Data Infrastructures Research (IJSDIR) with full articles selected from the proceedings and then fully refereed and revised after the conference.
(1) Call for Conference Proceedings Submissions
Abstracts should be 250-500 words in length and will be reviewed by the GSDI-11 Conference Program Committee. Authors are limited to a maximum of two conference paper abstract submissions, whether as lead or secondary author.
Presentations will be organized in the following tracks, but authors are invited as well to submit presentations that fall outside of these topical tracks. The tracks identified by number are as follows:
1. Experiences in developing local, regional, national, multi-national, and global SDI initiatives, projects and programs
2. Applications arising from the use of improved spatial data infrastructure including those related to poverty alleviation; environmental sustainability; e-government; e-commerce; disaster prevention, management and response; public order and safety; transportation; spatial planning; health; consumer products (e.g. navigation and gaming); managing resources such as oceans, forests, roads, rivers, housing and property (cadastre) and similar topics
3. Geographic Data issues and Metadata issues
4. Clearinghouses/registries/portals/archives
5. Web-based services for discovery, access and processing
6. Standards and Interoperability Issues
7. Legal, Ethics, Policy, and Economic issues
8. Institutional, Administrative, and Management Issues
9. Emerging Participatory, Inclusive and Collaborative Approaches in Developing Content and Infrastructure (e.g. participatory GIS, geoweb tools, data commons, collaborative commercial and open source software production approaches, volunteered geographic information, global geo efforts)

Web Submission of Abstract: Please submit your 250-500 word abstract through the GSDI-11 Conference Submission Management System. Do NOT upload your abstract. Rather cut and paste your abstract into the form window for the abstract. You have the option as well of uploading your full paper if the paper is ready. See below the final paper format requirements. You may return to the site at any time to upload a new or revised paper. Save the automated e-mail you will receive that contains your password. If you forget your password do NOT make a new submission but rather contact the administrator.
E-mail Submission of Abstract: We highly encourage submission through the web. However, if your web access is limited and you would prefer to make a submission by e-mail, then please do the following. Include paper title, author's name, affiliation, mailing address and email address followed by the text of the abstract. At the very end on a separate line, indicate the number of the track listed above in which your presentation might best fit. On a further separate line indicate whether you prefer an oral or poster presentation. The abstract submission should be left justified in entirety, written in English, 12-point, Times font, single-spaced with no bold, italic, or underlined text. Submit the abstract to astevens@gsdi.org with an email subject line of GSDI-11 Abstract Submission by . The administrator will then submit it to the web site system for you.
Acceptance of Abstract: If your abstract is accepted by the review team and you pay the conference registration fee by the specified deadline, your submission will be scheduled in an appropriate session for oral presentation at the conference.
Final Paper Submission Process: If your abstract is accepted for oral presentation, you are encouraged to submit a full paper before 1 April 2009 for inclusion in the GSDI-11 Conference Proceedings. The full article should be submitted in Word or other editable form (NOT pdf) and should adhere to the sample GSDI manuscript template. For this conference the GSDI manuscript template should be considered synonymous with the Manuscript Template of the International Journal of SDI Research. Publication and Licensing Issues

Authors retain copyright in their work but through the act of submission to this conference are agreeing to a Creative Commons Attribution 3.0 License for their work to help ensure continued global access to the work over time. All publications produced for the conference, including abstracts, full papers and presentation slides will be openly archived eventually at http://gsdi.org/gsdiConferences.asp
(2) Call for Article Submissions for the Fully Refereed Book
Full papers, consisting of 5,000-word manuscripts, will be thoroughly reviewed by at least three members of the international GSDI-11 Peer Review Board. Manuscripts should describe original work that has not been published before.
Final Papers must be written in English (although the initial abstract and first version of the paper may be in Spanish), include an abstract, conform with the sample manuscript template and be submitted electronically. High-quality submissions will be accepted for presentation at the conference and will be published in book form as a refereed conference document tentatively titled Spatial Data Infrastructure Convergence: Research, Emerging Trends, and Critical Assessment. Authors will retain copyright in their work but will be required to submit a Creative Commons License to help ensure continued global access to their work over time. Any submissions not accepted for the book will be forwarded for consideration under the abstract review process for the conference and for the Special Issue of the International Journal of Spatial Data Infrastructure Research. The special issue will accommodate scholarly articles that may be more case history based.
Full-length paper submissions for the book will be expected to address fundamental theory or research in any area of spatial data infrastructure advancement. Submissions in this category might:
* test or analyze innovative approaches in addressing technical, legal, economic, or institutional challenges;
* critically assess current spatial data infrastructure initiatives;
* document and analyze successes and challenges to be found in standards efforts, data harmonization efforts, and case histories;
* describe conceptual models that incorporate emerging or future technological, institutional, economic, legal or combined solutions in overcoming spatial data sharing impediments;
* compare or analyze existing alternative approaches or models for planning, financing, and implementing SDI or related initiatives in different countries or regions of the world and assess the effects of policy and technical choices in addressing cultural, social and economic issues;
* assess whether SDI projects are achieving programmatic goals or broader goals such as supporting national economic competitiveness, increasing the efficiency and effectiveness of government and advancing health, safety, and social well-being;
* critically examine best practices in terms of their policy, technological, institutional and financial approaches and their ultimate effects on improving efficiency, effectiveness, and equity;

Articles accepted for the book automatically are accepted for and must be presented by the author(s) at the GSDI 11 Conference.
If your paper has been accepted for the book, you must submit before 15 March 2009 the following required documents:The required signed forms that must be submitted with the final revised paper before 15 March 2009 include:
1. The revised version of the article accommodating the comments of the reviewers. Before the final submission, please revise the margins to meet the requirements of the book publisher by adhering to the margin requirements at Revised Margins for Book Template. Submit the revised article to the GSDI-11 Conference Submission Management System under the Re-Upload Paper link.
2. Please send an email to b.vanloenen@tudelft.nl that contains a copy of the reviews. After each reviewer comment provide an explanation as to how that comment has been addressed and where in the paper the revision may be found. Alternatively, explain in detail why you believe a revision in this instance would be inappropriate.
3. Signed copy of the Creative Commons Attribution 3.0 License
4. Letter of Agreement with Foreign Rights to the GSDI 11 Book publisher
5. Spreadsheet listing and documenting all Figures, Graphics, Maps, Tables and Datasets Used in the Article. Note: Because signed permissions for the use of graphics, photos, maps, charts, diagrams, tables, portions of tables or other significant extracts from other publishers may involve a lengthy process, we highly recommend that you refrain from copying materials from other published materials to the greatest extent possible. If another publisher decides to charge a royalty or other payment for a figure, image or extract of material, the author is responsible to make all such payments
6. Signed copyright permission form for any material that you extracted from the works of any other author or publisher. A new form for each source from which material was extracted.
Revised articles that fail to adequately address the comments of reviewers as assessed by the editors or fail to meet required formatting requirements or deadlines will be dropped from the book at the sole discretion of the editors.
Full Article Submission Process
Web Submission: Please submit your full article along with its abstract through the GSDI-11 Conference Submission Management System. Cut and paste the abstract into the form but also retain the abstract as part of the full paper.

(3) Article Selection for a Special Issue of the International Journal of Spatial Data Infrastructure Research (IJSDIR)
A post-conference special edition of the International Journal of Spatial Data Infrastructure Research (IJSDIR) will be published. Full articles submitted to the conference proceedings will be reviewed and a limited number will be invited for submission to a full refereeing process after the conference. Articles adhering to the length and topical areas described under (2) above will be of the highest priority for consideration for this post-conference refereed publication. After revisions in accordance with the critiques of reviewers, most of the invited articles are likely to be included in a special issue of IJSDIR. The final document needs to adhere to the Article Formatting Requirements of the International Journal of SDI Research.

GEO: a környezet hatása az egészségre

GSDI képviseletében résztvétel az ülésen ahol a téma a környezeti állapot hatása az emberi egészségre, a levegőminőség, a vízkészletek védelme, élelmiszerbiztonság, a vészhelyzetekben a hatóságok együttműködése volt. 
Az ülés résztvevői az EPA tudománypolitikusai és kutatásvezetői, NOAA, DG JRC IES környezet, egészség projektirányítója, a DG Research földmegfigyelési GEObenefit projektvezetése, az ausztrál CSIRO, Román Meteorológiai Szolgálat, GEO Titkárság, Kanada GEO Titkársága, az Egyesült Államok GEO programjának (USGEO) koordinátora, a Román Közegészségügyi Hatóság vezetője és távérzékelési részlege irányítója és a GSDI képviselői voltak.
A bemutatkozáskor a GSDI ismertetése mellett mód volt az EUROGI és a HUNAGI szervezeteket is megemlíteni.

A moderált vitában a GSDI képviselője magyar példát hozott fel a műholdas távérzékelés, a térinformatikával támogatott in-situ mérések operatív alkalmazásával, valamint a központi szakhatóságok és a helyi kormányzatok összehangolt együttműködésével folyó Parlagfű Információs Rendszer rövid bemutatásával. A spontán ismertetést Mikus Gábor, Csornai Gábor és Hubik Irén (FÖMI Távérzékelési Központ) eSDI-Netplus program számára készült, éppen kéznél lévő és kivetített prezentációja illusztrálta.

Térinformatikával támogatott logisztika

Az MLBKT és HUNAGI közös konferenciája

Déri András elnökhelyettes és Barkóczi Zsolt elnök kijelölték a 2. "Tér és idő a logisztikában"  tárgykörű MLBKT-HUNAGI konferencia időpontját, amely 2009 április 15 lesz. A konferencia várhatóan az ideivel azonos helyszínen kerül megrendezésre. A rendezvényszervezést ezúttal is az MLBKT Titkársága végzi majd, míg a szakmai tartalommal kapcsolatban a tériformatikai oldal hozzájárulását a HUNAGI szervezi. Az idei első rendezvény iránt  a szolgáltatást nyújtók és a végfelhasználó logisztikai közösség részéről megnyilvánult érdeklődés, továbbá a logisztika rendkívül jelentős gazdasági szerepe, a térinformatika területén a technológiai fejlődés gyorsuló üteme és nem utolsó sorban a tervezett témaválasztás  a következő konferencia sikerét vetíti előre.

A rendezvény két fő témaköre a következő:

Ellátási láncok működésének hatékonyság növelése térinfomatikai eszözök és szolgáltatások igénybevételével

Mit kínálnak a térinformatikai technológiák és szolgáltatások a beszerzés, készletezés és logisztika területén működő vállalkozások számára?

Hogyan járulhat hozzá a térinformatika a regionális logisztikai központok hatékonyságának és versenyképessége növeléséhez? 

Célközönség: vállalkozások logisztikai menedzserek, döntéselőkészítők, döntéshozók

Előadók: a térinformatika területén adatokat, technlógiákat és szolgáltatásokat kínálók, kutatás-fejlesztési szakemberek, eredményes példákról beszámoló végfelhasználók.

Alessandro Annoni a GEO architektúra megvalósítási programról

A GEOSS egyik legfontosabb pillérét az architektúra és adat szakbizottság és 'serpáinak' munkája jelenti. Az AIC programot a szakbizottság társelnöke Alessandro Annoni, a DG JRC Téradat infrastruktúra egység vezetője ismertette.

A GSDI és a Digitális Föld vezetőinek találkozója

Prof. Guo Huadong (baloldalt), a Digitális Föld szervezet főtitkára, a Kínai Tudományos Akadémia volt főtitkárhelyettese, a pekingi légi- és űrtávérzékelési és digitális föld intézet főigazgatójának találkozója Bas Kok professzorral, a GSDI elnökével (j). Középen Lóránt Czárán az ENSZ Katasztrófakezelési programjának irodavezetője.
