"The Spanish government has launched pilot projects and studies on direct citizen access to urban planning via the internet. The aim is to promote transparency.
A new agreement gives the green light for phase 1 of the ‘Programme to promote the introduction of ITC in local urban planning management’. The deal was reached between Industry Minister Joan Clos, the head of the ministry’s eGovernment network Red.es, Sebastián Muriel, and the President of the Spanish Federation of Municipalities and Provinces (FEMP), Heliodoro Gallego.
The aim is that citizens should be able to view local planning documents on-line as a way of ensuring transparency in the public administration of urban planning. The programme is also expected to encourage architects, building promoters and others to join the information society. The first phase will be a series of up to ten pilot projects, which should provide the data needed for a full study. Red.es is financing the programme to the tune of €1,5m.
Among other things, the initiative will:
Analyse the eMapping needs of the municipalities, particularly the smallest ones;
Identify existing barriers to making town plans available over the internet, and draw up measures to overcome those barriers;
Propose means of promoting the real introduction of ITC into town planning at the municipal level; and
Draw up an action plan, including timelines and budgets. "
