Hungarian benchmark references for OECD evaluation of an Irish document on SDI related information services.
So far the following Hungarian contributions have been offered and submitted so far by HUNAGI for the Irish document references as requested by EUROGI Vice-President Bruce McCormack (President of IRLOGI) and Secretary General Joao Geirinhas:

ECOLOGICAL MANAGEMENT SUPPORT

Name of the information system:
Habitat and Landscape Ecological Database of Hungary (MÉTA)
Features:
To conserve nature, biodiversity and ecosystem functioning, and for developing sustainable landscape management strategies, it is essential to know what kind of interventions must be, should be or should not be done and in which particular areas. The objective of the MÉTA is to document and map the actual state of vegetation heritage of Hungary. Natural and semi-natural grasslands, marshlands, wetlands, shrublands and woodlands were surveyed at habitat and landscape level in detail, while arable lands, plantations, agrarian and industrial areas were surveyed superficially. The MÉTA information system and services provide expert knowledge basis for preparing habitat maps, landscape ecological analyses and spatial modeling on both country and regional levels for scientific use, and for nature conservation, strategic planning, water and forest management, agro-environmental policy and education also.

INTEGRATED GIS AND REMOTE SENSING
“Hungarian GIS and remote sensing are used in proficient and creative way”

Name of the institute:
Institute of Geodesy, Cartography and Remote Sensing (FÖMI) and Remote Sensing Centre

Names of the projects:
CROPMON (Operational Remote Sensing based Crop Monitoring and Production Forecast Program) and Drought Assessment
The CROPMON (1997-2003) provides reliable and accurate estimation of final yield and production area on 8 main crops before harvest in specific regions and Hungary as a whole. The principle of CROPMON created a good base of other national remote sensing and GIS projects and systems.

The Drought Assessment shows precise details of drought both in time and space based on remote sensing plant canopy examination. The system gives the opportunity to create Drought Alarm Map.

National Land Cover Database (CLC50)
Extended nomenclature (compared to the European CLC database) including 79 classes; 4 ha minimum mapping unit / 1 ha for water; created by computer assisted visual interpretation of SPOT-4 satellite images (taken 1998-1999).

VINGIS (The Implementation of The Hungarian GIS Register of Vineyards)
VINGIS is the GIS background of vineyard registration. It is a basis of checking and supervising subsidy allocation for vineyard uprooting, planting and restructuring. VINGIS web server is available for authorities to control subsidy claims, to maintenance local databases and to find specific key information.

Ragweed Monitoring
Ragweed monitoring and control system uses remote sensing for countrywide assessment of ragweed areas. FÖMI prepares a countrywide ragweed risk map focusing on the most infected arable lands. The Central Ragweed Server gives information on ragweed infected areas to ministry and other authorities. The server synchronizes around 400 officers’ work.

Waterlog and Flood Monitoring
The Waterlog and Flood Monitoring gives an objective picture of the regional and territorial waterlog and flood situation through the up-to-date maps based on satellite images. This monitoring system creates an effective cooperation with the affiliated authorities to take quick necessary action.
